Dear Mr Gent

I have been meaning to write to you for some time about the suggestion I' made for a settlement of the Clown lease controversy but I have been very busy and could not get at it.

What I suggest is this.

Abandon premiums. Ask for an increased rent as may be equitable. Give a right to an a peal to an independent tribunal if the rent asked is objected to When the rent is finally fixed add a percentage to it to give the Government something additional to the proper rent in substitution for a premium.

This percentage should not be overwhelming but I find it difficult to hit on an exact rate.
